What does M4(3) “Wheelchair User” mean?



M4(3) is the highest accessibility standard for new homes. Homes built to this standard are specifically designed for full-time wheelchair users, either from the outset or so they can be easily fitted out for wheelchair use.

Compared with a standard new home (Approved Document M – M4(1)), and above M4(2), an M4(3) home typically includes:

  • Fully step-free access from the site boundary, parking space or pavement to the front door.
  • Wider doorways, corridors and turning spaces throughout the home to allow wheelchair movement and manoeuvring.
  • A wheelchair-accessible entrance storey, with sufficient space to live, cook, wash and move around independently.
  • A fully accessible bathroom, designed for level-access (wet room) showering, wheelchair transfer and assistance if required.
  • Kitchens designed for wheelchair use, with appropriate clearances, layouts and adaptable units.
  • Bedrooms sized for wheelchair access, including space for transfer to and from the bed and storage.
  • Accessible external parking, typically including a dedicated space sized and located for wheelchair users, with level access to the home.
  • Reinforced walls and floors, allowing installation of hoists, grab rails and specialist equipment.
  • Reachable controls and fittings throughout, including windows, switches, sockets and heating controls within wheelchair-accessible zones.
