Avant Homes North East are in the process of preparing a planning application for a residential development at land to the north of Low Lane, Ingleby Barwick. The application will seek approval of the outstanding reserved matters associated with outline planning permission ref: 18/0195/OUT, which was approved by the Planning Inspectorate in April 2025. The grant outline planning permission has established the principle of residential development of this site, along with a new neighbourhood centre, primary school, and expansion to the nearby Maltby Cricket Club. Now, Avant Homes North East are preparing an application which seeks detailed approval for the 200 dwellings and required open space approved under the outline planning permission.
The provision of 200 high quality new and energy efficient new homes, 20% of which will be affordable homes to buy and to rent, meeting an identified local housing need.
An inclusive and accessible development offering a wide range of 1, 2, 3 and 4 bedroom terraced, semi-detached, detached and bungalow types, suitable for young and growing families, first time buyers and downsizers.
A development designed to be sympathetic whilst enhancing the existing character of the surroundings through creating contextual design features and using high-quality materials.
The provision of public green spaces and considered structural landscaping, including the retention of existing trees and habitats where possible, along with compensatory native hedgerows and trees which will deliver ecological enhancements
The creation of two new footpath links, one traversing eastwards Thornaby Road and Teesside Industrial Estate, and the other extending northwards toward Chalfield Close over Bassleton Beck. The latter route will be facilitated by the provision of a new pedestrian footbridge.
The payment of significant financial contributions to fund the expansion of the existing schools.

Our Technical Team are assessing a range of site-specific technical matters. These assessments cover technical matters such as current site conditions, ecology, contamination, archaeology, access, highways and noise. All supporting technical information underpinning the scheme will be publicly available at the time the application is submitted to Stockton-on-Tees Borough Council as the Local Planning Authority.
