The Proposed Development

Avant Homes North Yorkshire are in the process of preparing a full planning application for the residential development of land located to the south of Knox Lane, Harrogate. The application will seek full planning permission for the erection of 60 dwellings, including access, landscaping and other associated works.

Key features of our proposals include:

• The development of up to 60 quality new houses, delivered with our partner, Yorkshire Housing;

• An inclusive and accessible development offering a range of housing, designed to meet the needs of young and growing families, first time buyers, and downsizers;

• A mix of 1bed, 2bed, 3bed and 4bed dwellings comprised of detached and semi-dwellings;

• The provision of adaptable and wheelchair accessible new homes, including bungalows;

• A well designed distinctive development, incorporating high quality materials, and informed by the local vernacular;

• An ecologically sensitive development, including detailed landscaping scheme design to maximise habitat enhancement on site;

• The retention of the majority of existing landscape features across the site, and appropriate measures to protect existing trees and hedgerow where possible.


Technical Considerations

Access

Vehicular access is proposed from Knox Lane, via a new junction into the site. Pedestrian links are proposed to provide convenient links to the southeast, and to connect to the public right of way to the northwest of the site.

Public Open Space

The current working layout includes public open space along the site frontage, and within the site itself. The development will likely include the provision of play equipment, the specification of which will be agreed with North Yorkshire Council.

Flood Risk and Drainage

The site is located within flood zone 1, as defined by the Environment Agency. This means it’s at low risk of surface water flooding.

Nevertheless, an appropriate drainage strategy is currently being designed by Avant Homes’ appointed specialist. This scheme will ensure that the proposed development does not increase flood risk both on and off site, and will aim to improve flood risk wherever possible.

Ecology

A detailed Ecological Impact Assessment has been undertaken. The survey has confirmed that the site does not currently accommodate any protected species. However, a number of mitigation measures are recommended, which will be incorporated into the development.

Landscaping

A considered scheme of landscaping, which seeks to maximise the potential for habitat enhancement on site.

Infrastructure

The development will be liable for Community Infrastructure Levy payments. The levy is used by the Council to help deliver infrastructure to support the development within the local area.

The Council will determine whether additional Section 106 financial contributions are required. It is anticipated that the Council will request contributions to help fund additional healthcare provision, school expansion, and improvements to local open space.

Yorkshire Housing

The proposed development will be delivered in conjunction with Yorkshire Housing. Yorkshire Housing is a charitable housing association who owns and manages over 20,000 homes. Yorkshire Housing believe everyone should have the opportunity to live in a quality home they can afford. They provide high quality smart homes that are more energy efficient, sustainable and affordable to live in. In delivering these homes, Yorkshire Housing strive to create well balanced, sustainable, mixed tenure communities that customers can be proud of.

Feedback

We are keen want to meet with members of the local community to chat and listen to feedback about our proposals. As such we will be hosting a public exhibition event, which will take place on the 26th of November 2025 between the hours of 3pm-7pm at The Knox Harrogate, on Knox Lane.

Members of the Avant Homes team will be in attendance to explain much more about the site and our proposals, and answer any questions that you may have. There will be an opportunity to provide any feedback for consideration before development proposals are finalised ahead of submission of the planning application at the end of the year.

Our community consultation exercise is designed to involve the public prior to submission of the planning application to North Yorkshire Council. It will not replace the statutory consultation exercise undertaken by the Council when dealing with any formal planning application.
